Allah says: "وَإِنْ أَحَدٌ مِّنَ ٱلْمُشْرِكِينَ ٱسْتَجَارَكَ فَأَجِرْهُ ....... ثُمَّ أَبْلِغْهُ مَأْمَنَهُ" (And if anyone of the non-believers asks you for protection, give him protection …….then escort him to his place of safety). Sura 9: Verse 6.
This is an imperative and direction from Allah for all citizens of an Islamic state to safeguard and protect all non-believers who visit their country. Suicidal attacks on Non-Muslims, whatever the case may be, cannot be regarded as a lawful action. Non-Muslim envoys and tourists, who come with lawful documents, are the guests of the Islamic land and should be respected as such. Muhammad (P.B.U.H.) is reported to have directed us:"اذا اتاكم كريم قوم فاكرموه" (If any note-able from other nations comes to you, respect him). Ibn Maja:Hadith #3712; Al-Mustadrak by Al-Hakim: 4/262.
